Are utilities covered?

Yes! Everything is covered for utilities, including high-speed wireless internet.

Is a uniformed member required to use government quarters?

This question is highly debated because of the use of “should” rather than “will” in the JTR’s wording. Since the word “should” is used, this implies that DoD members have the choice to stay on base or off base during their TDY regardless of availability on base.

“A DoD member ordered to a U.S. installation (as opposed a geographic location like a town or city) is required to check Gov’t Qtrs availability (e.g.,, though the CTO/TMC) at the U.S. installation to which assigned TDY. The AO may direct adequate Gov’t Qtrs use for a DoD uniformed member on a U.S. installation only if the DoD uniformed member is TDY to that U.S. installation. The DoD member should use adequate Gov’t Qtrs on the U.S. installation at which assigned TDY.”.

What per diem rate is authorized when a member used other accommodations despite availability of adequate government lodging?

If there is government lodging available at the time of your check-in and you choose not to use it then you will only get reimbursed what it would cost to stay on base.

“When adequate Gov’t Qtrs are available on the U.S. installation to which a member is assigned TDY, and the member is directed to use them, ant the member used other lodgings as a personal choice, lodging reimbursement is limited to the Gov’t Qtrs cost on the U.S. installation to which assigned TDY (44 Comp. Gen. 626 (1965)). Per diem cannot be limited based on the presence if ‘nearby’ Gov’t Qtrs (i.e., not on the U.S. installation to which the member is assigned TDY, but another ‘nearby’ U.S. installation or other uniformed facility).”

How do I pay?

GTC or a credit card is charged via PayPal each month. You will get a receipt upon your checkout to file for your TDY voucher.

Do I need a Non-A to stay off base?

The answer to this question is simply, no. Here is what the JTR says:

Member Uses Other Lodgings as a Personal Choice. A member:

  1. Should use adequate and available Gov’t Qtrs on the U.S. installation at which assigned TDY.

  2. Who uses other lodgings as a personal choice, when adequate Gov’t Qtrs:

    1. Are available on that U.S. installation, or

    2. Use is directed on a foreign installation is limited to the Gov’t Qtrs lodging reimbursement cost on the Gov’t installation to which assigned TDY.

    This means that you can use off base lodging if you want as a personal choice. You will be reimbursed upon to the Gov’t Qtrs rate.
